In the simplest terms, twitter is a free service that allows anyone to say almost anything to almost anybody in 140 characters of less - it's the "what are you doing right now" or "what is on your mind now" kind of micro-blogging that permeates on-line social communication.
Twitter is a Social Media micro-blogging application. This is a great way to get started in a blogging type of environment, although each blog post is limited to 140 characters. "Tweet" is the name for a small post and the process of sending is called tweeting or a tweet.
